Civils and power infrastructure: done properly

LMC Utilities was incorporated in April 2023 and became operational in August 2024. After years of working within the utilities sector, we saw an opportunity to raise standards in civils delivery through better supervision, stronger technical discipline and a commitment to getting the job done right first time.
 
Our goal is simple: deliver power infrastructure projects safely, professionally and without compromise. Not bigger, not cheaper. Just better.
our Leadership Legacy

The founder: Danny Phillips

Danny Phillips is the Founder and Managing Director of LMC Utilities Ltd and has worked within the construction and utilities sector since 2014. Over the course of his career, he has progressed from site-based operations into the leadership and delivery of utility infrastructure projects across the UK.
 
Danny holds a range of National Grid and DNO Authorised Person (AP) and Competent Person (CP) authorisations, including SSAC-AP/CP, SDWP(b)-CP, LOAR(b)-CP and PTWR(b)-CP. These authorisations demonstrate a recognised level of technical competence, operational experience and understanding of electrical safety rules within live utility environments. Such authorisations are uncommon within traditional civils contracting and reflect a high level of sector knowledge, compliance and operational capability.
 
With extensive experience delivering civils, cable installation, substation infrastructure and utility network projects, Danny provides the technical leadership and operational expertise that underpin LMC Utilities’ reputation for safe, professional and compliant project delivery.

Accreditations

LMC Utilities holds a comprehensive suite of industry accreditations for power infrastructure and utility civils works. Our credentials include Achilles UVDB B2 accreditation, where we achieved a 100% score across all eight audit modules, together with SafeContractor, EUSR, CITB and LRQA-approved management systems, demonstrating our commitment to safety, quality, environmental responsibility and continual improvement.
 
We are accredited to deliver civil works and cable laying activities from LV through to 132kV under our NERS accreditation and are registered for substation construction, underground cable laying and associated utility infrastructure works, giving clients confidence that LMC Utilities meets the standards expected for critical power projects.

DNO site access & safety authorisations

LMC Utilities personnel hold a range of operational authorisations and safety competencies that allow works to be undertaken within substations, operational utility sites and controlled DNO environments. These authorisations support the safe delivery of civils and cable installation works in accordance with network operator requirements and industry safety procedures.

  • Authorised access to substations and operational utility sites under controlled conditions
  • OPS2B: Higher-level operational authorisation for working within live substations and HV/LV environments in accordance with DNO safety procedures
  • SDWP(c)-CP: Authorised to sign onto Safety Documents relating to underground cable works
  • SDWP(b)-CP: Authorised to sign onto Safety Documents relating to plant and equipment works within substations
  • PTWR(b)-CP: Authorised to receive and clear Permits to Work under personal supervision
  • LOAR(b)-CP: Authorised to receive and clear Limitations of Access under supervision

Operational Qualifications

All LMC Utilities site personnel are competence checked before deployment. Key operational qualifications across the team include:

  • CPCS & NPORS Plant Operators: excavators and associated plant
  • CPCS / NPORS Slinger Signaller: lifting operations
  • SHEA Power trained personnel: working in and around high voltage environments
  • CAT & Genny trained operatives: cable avoidance and safe digging around live services
  • SSSTS qualified supervisors: Site Supervisors' Safety Training Scheme
  • SMSTS qualified management: Site Management Safety Training Scheme
  • NRSWA qualified operatives and supervisors: street works and reinstatement
